Go to it.
For me, it's two. They need to do at least as much as they did in 2006.

They need to pick up two. DL and Safety. Ted will pick up ZERO.

Nailed it, at least the Ted will pick up zero part. I don't think they need to sign a defensive linemen, necessarily. If they shore up safety in free agency, there should be some big time players on the defensive line available for the Packers to draft in the 1st round. I think safety and OLB are the biggest needs, unless the free agent defensive linemen was a great pass rusher, then I could agree.
Ultimately, I think pass rush and safety are the most important areas to fix on the defense. However that can be addressed sounds great to me, just do it. Inside line backer needs help, too, but that's more of a third priority, imo.

Two would be good; One would be OK.
Either a cover Safety or a Corner and then convert Hayward or Tramon Williams to Safety is the highest priority.
Getting a quality ILB or OLB would be good too, although at least one of those probably can be gotten in the draft.
I don't think we absolutely need a D Lineman. Just getting rid of Raji and Pickett will be addition by subtraction. Daniels, Worthy, Datone, Boyd, Jolly, maybe Neal, maybe a mid round draft pick, that should be enough. Mobility over taking up space/being pushed around.

None, but it would be nice to at least keep our on FAs.
Wouldn't put it past Ted to pick up a guy or two, second tier of course.
