It really is quite sad that in the US you drinking laws mean yo can't drink until you are 21.
In the UK it is the law that you must drink from the age of 12.
Any one caught not drinking is taken to the nearest park and given a 3 litre bottle of white lightening cider and made to have the wholebottle until everyone is their best pal and they love everyone.
