Two weeks into the NFL's new year, the Green Bay Packers have not signed another team's free agent or made a trade.

In the meantime, three other potential title contenders have been far more active.

The Indianapolis Colts have signed nine unrestricted free agents, six who probably will be starters, including former Packers outside linebacker Erik Walden at a surprisingly expensive average of $4 million a year.

The Seattle Seahawks made a major trade, acquiring receiver Percy Harvin for first-, third-, and seventh-round draft picks, and signed pass rushers Cliff Avril ($15 million for two years) and Michael Bennett ($5 million for one season) for substantial money.

It's been tested.

Feels good in the offseason, but $4mil for the Eric Waldens of the world does not = success.

And the Denver Broncos have signed five free agents,

■ Last year, the Buffalo Bills were undisputed offseason champs when they signed the premier free agent, defensive end Mario Williams, to a $100 million contract, plus another pass rusher, Mark Anderson, who had 10 sacks in 2011. The Bills finished 2012 with the same 6-10 record as ’11, and coach Chan Gailey lost his job.

■ The Philadelphia Eagles won the NFC East Division title in 2010 and then won the ’11 offseason by signing the top free agent, cornerback Nnamdi Asamougha, plus defensive linemen Cullen Jenkins and Jason Babin, tackle Ryan Harris and trading for cornerback Dominique Rodgers-Cromartie. The Eagles went 8-8 in ’11.

■ In 2009, the Washington Redskins signed free agent defensive lineman Albert Haynesworth to a $100 million contract and added two other pricey starters in cornerback DeAngelo Hall and guard Derrick Dockery. The Redskins’ 4-12 record was worse than the previous year’s 6-10.

They either talk about signing 20 players or spending $100 million dollars. Heaven forbid a team signs a single FA and spends a few million on him.
