One question: It's been said $10 million cap space is necessary to sign draft picks. If 2/3 or more of the teams don't have $10 million, what can they do?

I don't think the Colts hit 10 million with having the #1 pick and a QB at that. Packers last year were about 5 million, assuming all picks make the team.

And next to that, only the top 53 salaries count towards the cap, so while you do go up a bit, especially with your early selections, you bump off a bit of your lowest earning players, as well.
