I have read and heard several FAs say GB never contacted him or his agent. Perhaps it is not true but why would they lie?

I do concur that I wouldn't mind the Packers overreaching a bit on a player once a year or two years. Hell, even when I say that I can't even think of a player I'd be pushing for! The last player I felt was Chris Canty because of the transition to 3 - 4 and he turned out to be a freaking flopper, lol.
Point being is just because we want the Packers to be active, there has to be players worth being active for. And there really hasn't been.
