so why would someone have had to get cut for them to sign Robinson to the 53 the last week?

If you have 52 and can only suit up 46 and you don't have a high priority need to add one to get you to 53, there is no reason to do so.
I suspect the Packers have their eye on many players waiting for them to be cut/released and if so would drop a claim on them. If this were to have happened and they promoted someone to their 53 prior, then that means they would miss out on the recently released player. Therefore, they would have to cut someone to make room.
There are a lot of scenarios to this not rushing to add the 53rd. Maybe they got wind that someone was about to be claimed from their PS and didn't want to miss out?
If you add Robinson, then cut him in favor of someone else, then you expose Robinson to the waiver wire again. That just doesn't make sense unless you NEED to do it and the Packers didn't at the time.
I can't explain any better, sorry, but it makes clear sense in that space between my ears lol ... it's all a numbers game.
Edit, I'll see if I can us an example. You're at 52, you promote someone from your PS to make you at 53. You then add someone to your PS to fill that void. Thing is, you weren't going to activate that person on game day as one of the 46, so what did adding him to the 53 get you? Nothing.
A day or two later a player whom you've desired for some time has been released. You submit a waiver claim and woohoo, you are awarded that player. Now you have to cut someone to make room for them and hope they clear waivers so you can put them back on your PS.
Does that help at all or did I make things worse lol
