He could, but the odds are stacked against him. I recently attended a lecture presented by one of the top concussion specialists in the country (he also happens to be the physician for the Philadelphia Eagles), and he said that after three concussions, most athletes struggle to return to the field. After five, their chances drop pretty close to zero. I don't see much point in wasting a preseason roster spot on Shields when the Packers could be looking at another player who doesn't have such daunting challenges to overcome.

I'm not denying that the odds are against him. But it would be worth a roster spot as long as it's viewed as spot 50-53. The bottom of the Packers roster is full of "just another guy" type players that could be easily exchanged with equal talent at any point in the season. I'm not going to cry about losing a player like that. It's a high risk, high reward scenario, but with the appropriate incentive-based contract, a risk worth taking if Shields is medically cleared and truly wants to play again, imo. The Packers seemingly don't have a #1, #2, and maybe not even a #3 cornerback on their roster currently. Gunter is a hell of a competitor, but his lack of speed will always limit his effectiveness to a #3-type cornerback at best, imo, and often worse for many match-ups.
