Yes, I think he can. If he can remain healthy. The collar bone injuries , I don’t believe will affect him that much. Not actual injury to his arm, so his throwing should be fine. No serious injury to his legs, so that’s good.
The 3 years on the bench should keep him a little fresher in his later years. But 40 is still 40, and no one knows how that will affect him. Everyone is different. Just because Favre was still good at 40, and Brady still is, doesn’t mean Rodgers will or won’t be.

Though note I said a high level, maybe not HIS high level of play. In other words he might not be a clear contender for the best QB in the league, but still top 10.
