Council votes to decriminalize marijuana possession

The La Crosse Common Council, in a surprising move tonight, voted to decriminalize marijuana possession.

The measure allows police officers and district attorneys the discretion to charge violators with either a criminal offense or a municipal one, which is a monetary forfeiture.

It would apply only to first-time offenders with 25 or fewer grams of marijuana.

Were very happy with the recent decision, said Chris Herbst, a University of Wisconsin-La Crosse student who was at the meeting. Its easy to say no. Its not easy to speak out for something that has this large of a social stigma.

The council in 2001 voted against the same initiative after five circuit court judges requested the option of charging marijuana possession as an ordinance violation.

Then and tonight, council member John Satory who praised medical marijuana for comforting his mother, who died of cancer was one of the council members to support decriminalization.

The council had voted against the policy change Tuesday, when La Crosse police Chief Ed Kondracki spoke against the proposal, saying it sends the message it is of no more consequence than being ticketed for skateboarding in a parking structure.

Its part of a very violent equation. I shudder to think that we, as a city, are looking for a revenue stream in this equation, Kondracki said.

Anything we do to reduce the penalties helps those drug cartels. Its almost like subsidizing them.

No, you asshole, what subsidizes the cartels is keeping the drug illegal, which automatically makes it more lucrative. Decriminalizing (preferably legalizing) the drug makes it much easier to obtain and reduces the risk associated with its possession and distribution, thereby drastically lowering the price and profit margin.

I am going to guess my mother was one of the 7 councilmembers who voted against this provision.

* Number of alcohol-induced deaths, excluding accidents and homicides: 23,199

Hmm...

I love how this site says all the possible side effects of its use, yet conveniently glosses over the 0 deaths. Zero, yes, zero. Nobody dies from its use.

Your tax money at work there.

Legalize the stuff already. Put those scary drug cartels out of business. Kondracki is an idiot. I hope he shoots blanks.

Yes, my mother is a politician, and it's been hilarious to watch her metamorphosis. Throughout her life, my mother has been a strictly black-and-white person. Politicians should vote one way or another, all the time, because it's the right thing to do. Now she's in office and she talks constantly about how people don't understand how complicated things are, how many grey areas there are, which is of course what I told her for years: Things in politics are never simple. In order to get a little, you have to give a little. To see such a moralistic, close-minded person dabbling in the arts of compromise is quite amusing.

I believe 30 grams is roughly equivalent to an ounce.

This article doesn't mention it explicitly, but our very young Mayor Matt Harter (a childhood friend of mine) must approve this ordinance. So it's not a done deal yet.

It's funny how the council thinks that highly of themselves that the international drug cartels are worried about their throughput in that area, give me a break. In an area like that the number of independent growers would surprise people.

This kind of rhetoric, Anything we do to reduce the penalties helps those drug cartels. Its almost like subsidizing them.", absolutely mkaes my head want to explode. What I don't understand is why law enforcement is ever allowed to make such a loud voice in these kinds of debates. Their job is to enforce the law, not make it.

Now as far as the deaths caused by consumption is a very tricky area in my opinion. Being a smoker, there have been times while driving where i realize my head wasn't in the moment and if bad luck had presided I could have done something stupid. The problem with marijuana is the inability to test for its effects and whether or not it is a contributing factor. To say that marijuna has caused 0 deaths in such cases to me is a bit presumptious. If a person was drinking and smoking and caused an accident, the alcohol is immediately blamed. So though I agree completely that it is not even a close comparison, I don't think people should be saying it causes 0 deaths, I think that is an outright misfact.

Doesn't the Police Chief understand basic math? The fact that law enforcement is actually the group subsidizing the "drug cartels" by inflating prices yet not affecting consumption and demand one bit. I just don't understand feeble minds and how they lack proper function.
