With everyone focusing on how the league’s finances will change for the 2011 season and beyond, little attention has been paid to the rules changes that will affect the teams on game days. But one change that the owners and players to agree to will come into play on Sunday afternoons.

The owners and players have agreed to expand game day rosters from 45 to 46 active players. The No. 3 quarterback will no longer be an “emergency” inactive player.

In other words, a team can insert its third-string quarterback for a short period at any point in the game, then take him out and put the starter back in. Previously, the first and second quarterbacks couldn’t re-enter the game if the No. 3 quarterback played before the fourth quarter.

That rule came up most prominently last season when the Bears bungled the backup quarterback situation in the NFC Championship Game. After starter Jay Cutler went down and backup Todd Collins struggled, Bears coach Lovie Smith inserted No. 3 quarterback Caleb Hanie into the game just in time for him to hand off twice in the third quarter. Smith’s decision to put Hanie in the game in the third quarter instead of waiting for the fourth meant that if Hanie had suffered an injury, the Bears would have been without a quarterback for the rest of the game.

In 2011, the lack of a third-quarterback designation could be helpful for teams with third-string quarterbacks who are running threats: Now the third-stringer could be inserted as a wildcat quarterback for a play or two and then be replaced by the starter. That could be worth considering for whatever team selects Terrelle Pryor in the supplemental draft.

But the most likely result of the change to 46 active players on Sundays may just be that teams will add another active player at another position and keep two quarterbacks active on Sundays. For most teams, having extra depth at another position will be more useful than the ability to insert the third quarterback into the game whenever they please.

good change. I never liked the idea of not allowing the top 2 QB's back in the game if #3 came in. Of course it did not happen very often.

It happens so infrequently as the article states most teams will activate a player at another position instead of having all 3 QB's active.

Good riddance. It was an unnecessarily complicated rule. I disagree with the conclusion, however. I think most teams will have three QBs active on game days. I'm pretty sure that's the way it was done before that rule was imposed. Having only 2 QBs is too risky. Also, that third option allows a coach to go with the hot hand among the backups, as the Bears did in the NFC championship game.

I think having an extra LB or RB is more important than a 3rd QB. If you're down to your 3rd QB, you're pretty much over anyhow, hence the 3rd QB being a 3rd QB.

I agree that new spot is going to a STer or free up a rotation spot on O or D... and you don't rotate QBs (at least not when you have a good/great one)... I'm thinking LB/DB/FB/TE as they will help on STs and maybe add a little something to a rotations.

I disagree... why is having only two QBs too risky? Some teams (including the Packers) have had only two QBs on the 53 man roster... and when Rodgers went down they added another... it wasn't too risky...

Also I disagree with the Bears going with the hot hand... as they went with Collins first... then he got injured like Cutler did... they seemed to be more forced into the hot hand than going with it. Martz also talked up Cutler and talked down to the QB with the hot hand in the off-season.

Albert Breer reports that Collins suffered a “significant” shoulder injury in the game. Collins has an MRI Tuesday to determine if he needs surgery.

Oops, I somehow forgot about the Packers and some other teams only having two QBs anyway. So I take that back. Thanks for pointing that out, guys. I do think that now more teams will go with a two QB rotation, although some will probably stick with three.

Although Todd Collins reportedly suffered an injury in that game, I'm pretty sure he was taken out because of his poor performance rather than the injury.
